Gutters in San Francisco Bay Area: what local homeowners should know

The Bay Area’s rain comes in winter storms that can be intense, especially when atmospheric rivers stall over the region. Hillside homes in the East Bay, Peninsula and Marin need gutters and downspouts that manage runoff safely.

Oaks, redwoods and eucalyptus drop leaves, needles and bark. In wildfire-prone areas, keeping gutters clear of dry debris is part of home hardening, and metal guards are a popular choice.

Rainy winters, dry summers

San Francisco and Oakland average about 23 inches of rain a year under NOAA’s 1991–2020 normals, almost all from October through April; the North Bay and the Santa Cruz Mountains get much more, and the South Bay less. Atmospheric rivers can drop several inches in a day. On October 24, 2021, a powerful atmospheric river set 24-hour rainfall records at several Northern California stations, and the winter of 2022–23 brought a long series of storms that flooded roads and triggered landslides around the Bay.

Hills, slides and drainage

The Oakland and Berkeley hills, the Peninsula, Marin and the South Bay foothills are full of homes on slopes. Concentrated roof water on hillsides erodes soil and can contribute to landslides in wet winters. Downspouts should connect to piped drainage or discharge where water cannot saturate slopes, and existing hillside drainage systems should be checked before new gutters are connected. Redwoods, oaks and pines

Redwoods, oaks, eucalyptus, pines and street trees shed needles, leaves and bark into gutters for much of the year. Redwood and pine needles slip through coarse screens. Wildfire in the hills

The 1991 Oakland Hills fire destroyed thousands of homes, and many Bay Area hillside communities are in designated Fire Hazard Severity Zones. There, the California Residential Code (section R337.5.4) requires gutters to have a means of preventing leaves and debris from accumulating. Rain barrel and cistern rebates

Several Bay Area water agencies have offered rebates for capturing rainwater. The SFPUC has offered rebates for rain barrels and cisterns for San Francisco customers, and Valley Water in Santa Clara County has offered per-barrel rebates and per-gallon rebates for cisterns, with pre-approval required. Victorians, Craftsman homes and Eichlers

San Francisco’s Victorians and Edwardians, Berkeley and Oakland’s Craftsman bungalows and the South Bay’s mid-century Eichlers each have their own gutter needs. Victorians often have built-in gutters behind cornices; Craftsman homes suit half-round or simple K-style gutters; Eichlers, with low-slope roofs and exposed beams, often use fascia gutters or scuppers. California contractor license

California requires a CSLB license for jobs of $1,000 or more, or any job needing a permit or employing workers. Most gutter jobs qualify. Check the license and workers’ compensation status on the CSLB website, and get a written contract. Some cities require permits for work on historic buildings or in hillside zones.
